A theme is basically a file that has configuration changes for the Windows GUI, like new colors and fonts for windows, new wallpapers, screensavers, icons, cursors, etc. Windows 98 and Millenium Edition users have Desktop Themes integrated on the Control Panel; Windows 95 users can download the Microsoft Theme Manager. I know no "good" theme manager for Windows 2000; most of 'em can apply the colors and sounds just fine, but fail in the other areas.

Warning: This splash screen is only for users of the KDE desktop environment (an environment that can be used on Linux, BSD, Solaris, UNIX, Windows with Cygwin installed, etc).
To install for all users on your system, as root cd to /usr/share/apps/ksplash/Themes and untar the contents of the tar.gz file in there. Then your user accounts will be able to select the splash screen by going to the KDE Control Centre, then to LookNFeel>Splash Screen, select the splash screen, and then restart KDE. Alternatively, if you want to just install it on your own user account, then just go to the KDE Control Centre, then to LookNFeel>Splash Screen, and then click on the Add button and select the downloaded file, then select it on the list, and lastly restart KDE.
